Built for Body Art. Designed for Compliance.

Turning complex regulatory requirements into practical systems that help shops get ready, get licensed, and stay compliant.

What is RMBML?

Body Art Licensing & Compliance Made Practical.

We help tattoo, piercing, and body modification businesses get ready, get licensed, and stay compliant.

Compliance doesn’t have to be complicated.

Rocky Mountain Body Modification Licensing (RMBML) helps tattoo, piercing, and body modification businesses navigate licensing and compliance with confidence.

We turn complex regulatory requirements into a practical, step-by-step system designed for real-world shop operations. From understanding what applies to your business and identifying compliance gaps to developing SOPs, organizing required documentation, tracking training, and preparing for inspections, we help you build the systems you need to become—and remain—license ready.

Our Body Art Licensing & Compliance Readiness Playbook brings the pieces together in one organized framework, including establishment and practitioner readiness, customized operating procedures, training and documentation systems, inspection preparation, corrective actions, renewals, and ongoing compliance support. RMBML Larimer County Pitch Deck

RMBML combines hands-on body art industry experience with deep expertise in highly regulated operations and quality systems. That means we understand both sides of compliance: what the regulations require and what it actually takes to implement those requirements in a working shop.

Our goal is simple: make licensing easier to understand, easier to implement, and easier to maintain—so you can spend less time figuring out compliance and more time running your business.

Ready. Licensed. Compliant.

RMBML is an independent compliance consulting company and is not

Larimer County or another regulatory authority.

Protecting the Art. Supporting the Artist. Building a Safer Industry.

Austin brings a passion for tattooing and firsthand knowledge of the body art industry. Samantha brings decades of experience turning complex requirements into safe, repeatable systems. Together, they created RMBML to help body art businesses meet regulatory expectations without losing sight of what brought them to the industry in the first place—the art.

Austin Rand

Founder, Owner & President | Tattoo Artist

Austin is a Colorado tattoo artist with seven years of hands-on experience in the body art industry. He understands the realities of working in a tattoo shop because he lives them every day—from client care and artist workflows to equipment, sanitation, supplies, and the practical demands of running a safe and successful operation.

As new licensing and regulatory requirements take shape, Austin will be navigating many of the same challenges as the artists and shops RMBML serves. That firsthand perspective is at the heart of why RMBML was created.

Austin brings the artist’s voice to compliance—helping ensure that regulatory requirements aren’t just understood on paper, but translated into practical systems that make sense inside a working shop.

He doesn’t just understand the body art industry. He’s part of it.

Samantha Rand

Co-Founder, Co-Owner & Chief Operating Officer

Samantha is a pharmaceutical operations and regulatory leader with more than 16 years of experience building and leading operations in highly regulated environments.

Throughout her career, she has taken complex regulatory requirements and transformed them into practical, repeatable systems that teams can actually use. Her experience spans SOP development, quality systems, regulatory execution, document control, vendor management, risk management, training, and operational readiness—all with a focus on creating systems that are clear, consistent, and auditable. At RMBML, Samantha brings that same disciplined approach to the body art industry. She helps translate regulatory requirements into the procedures, documentation, training, and compliance systems shops need to operate with confidence and stay prepared.

Where Austin understands what compliance needs to look like inside the shop, Samantha knows how to build the system behind it.

She doesn’t just help businesses understand the requirements. She helps build the systems that make compliance work.
